Sustaining the gains achieved in the control, elimination and eradication of neglected tropical diseases (NTDs) requires surveillance systems capable of detecting recrudescence and guiding timely responses after validation or verification. This planning toolkit provides structured, step-by-step guidance to support national programs in designing integrated post-validation and post-verification surveillance (PVS) systems that are sustainable and resource-efficient. Developed by WHO through a consultative and evidence-informed process, it addresses the challenge of declining resources in the post-elimination phase by promoting integration of PVS activities with existing surveillance platforms. The toolkit is intended for national NTD program managers, health ministry officials and partners involved in surveillance and elimination efforts.
The document presents a systematic planning process comprising six phases—start-up, gather, synthesize, assess, plan and implement—to support evidence-based decision-making. It includes tools and methodologies for defining surveillance requirements, identifying and evaluating compatible systems, conducting feasibility, SWOT and gap analyses, and developing an integrated PVS plan. The toolkit also guides the preparation of implementation components such as protocols, standard operating procedures, data management and monitoring and evaluation frameworks.
